    It means that it is the spending of diamonds that they are after. A carrot would give people the thought that they could get to silver for less than the 260 and slowly spend their way to the 260 as the margin thinned from other spenders.

    The reason (I suspect) that the last building is the silver reward is that it is the carrot to drive 5% of the playerbase to the 260 score. If more than 5% of the players could comfortably reach 260, then there is no need for the carrot.
