Our Archmage has been inactive for several months, how can we replace this position without starting a new fellowship? Is it possible to do this?

Yes contact in game support, tell them the situation. If one of your FS members is willing to take in the role then they can switch it for you. I recently did this in one of my Fellowships and within a week I was made Archmage.
