Looking at number of recipes in higher/lower pool per category :
1. 2H+8L = 10%
2. 12H+1L = 22.4%
3. 9H+7L = 21.8%
4. 6H+15L = 22.8%
5. 3H+13L = 15.8%
So this change doubles presence of time instants and increases presence of buildings (at least for people who crafted all evolving buildings), while slightly decreasing presence of other recipes.

It is still Thursday, so maybe your server is not updated yet. Or if your server updated after that cycle started, it won't show the new system until the next crafting cycle starts.
Both app and server were on 1.108 before the beginning of the crafting cycle.

With update 1.108 changing Crafting recipes, I reseted my data. I've seen 18 (not all full) cycles so far, and here are the recipes :

The only thing blueprints (bp's) are required to craft are Royal Restorations (RR's). The only other use for bp's is to upgrade premium (magic) houses and workshops. Understanding the history may make it seem less unfair:
For years, players who were in 10 chest/wk FS's and had no magic houses/ws just accumulated bp's with nowhere to use them. Those players requested other places to use them, the most popular recommendation being the ability to upgrade event buildings to a new chapter. RR's were originally tested in beta as a total replacement for bp's, but that didn't go over well with the bigger spenders of real money in the game since it significantly reduced the value of a bp. They arrived at a solution that left the bp's intact for magic bldg upgrades and created a crafting recipe so that players who did not have magic bldgs could convert them to the new RR's that could be used to upgrade event buildings. Those RR's were then placed in several of the lower FS chests to provide access to them for FS's that do not get the 10 chests on a regular basis as well.

I'm pretty sure that of the evolving buildings, only the 4 Phoenixes, Festive May Tree, and (currently) the 3 Bears are available. The other ones are not.
Quite possible, I don't get any of those recipes so it's hard for me to say. I removed those for now, so if anyone will see any of those in crafting let me know.
