Personally, in ch6 I wouldn't be thinking about maxing any AWs. There are quite a few that are worthwhile early on, again depending on your style. Kp costs go up a LOT and the kp it would take you to max a single AW would buy you several lower- level ones.I'm currently in Chapter 6
Many wonders give you something that you can get from normal buildings.. I dont actually see any point in mediocre wonders.
That GA is most impressive, but clearly, your goal was not fast play like @teeniez so it works for you.I pause progress to upgrade wonders. In my chapter 7 city my level 29 Golden Abyss is wonderful!

I'm currently in Chapter 6 getting the dwarvin style buildings set up as most use less space, then am going to stop on chapters and focus on upgrading my AW.
Oh, you should take another look at the watchtower....starting at level 12ish it provides more culture per square than the best culture buildings ever offered in the game....at level 30 its a downright dream.Never saw a reason to place the watchtower or thrones

Again, entirely dependant on playstyle. It is very easy late game to attain maximum culture (170%) without a single culture building in your entire city which makes the watchtower's efficiency as a culture building worth pretty much nothing.
