Current situation:
I can't figure out what is triggering the notification but I am often notified that I have collected 10 knowledge points even when in reality I have 0 or less than 10. It happens sporadically throughout the day.

Did you happen to start a city on another server and aren't playing it? Maybe the game is telling you that city has 10?

That is a very distinct possibility as I started with a mobile account (probably not linked to an e-mail address) that I quickly gave up on and restarted once I figured out the basics of the game.
