Bug description:I'm able to complete a quests that needed the barracks to be at level 3 without finishing the construction.I was moving my building around and accidentally the barracks lost a pathway to the main hall and after that the quest icon appeared saying finished and I was able to claim the reward.
I think i did the same for another quests that needed a building at a certain level. Not 100% sure though.

it takes in account the starting, takes away the culture and population too so is basically complete
you can still cnacel after but i guess doesnt worth it
same for rankings i guess
