I missed something. What must be acquired to be able to collect treat sprouts, wood ghosts, and wind chimes? I have manufactures and residence at level 22 and 23 and have not seen a method to collect them.

Its a production from the settelements. the wood based factory. the other 2 come from the steel and marble based settlement factories.
that chapter is a bit weird, you need to go to the end of the chapter by doing the central research, then go back and finish the outskirts with settlement goods you unlocked in the middle.

You run through the middle of the tech tree, nearly to the end, to get to Portal (Forest Glade), Forest Fab, then the tech production, which are grafting sites that transform tier1. Later you will do the outside edges of the research.
