An Opt Out would be nice if it also removed the feature itself along with the quest line. It clutters my small mobile screen with too much overlay. I do not participate in the FA as it is currently implemented. Thank you.

You already can, sort of. You can't participate if you join a fellowship after the FA starts. So just leave your fellowship before the FA starts and rejoin after it starts.

It is highly unlikely that this will be implemented, adding a whole new mechanism that is not really needed, since the event in no way interferes with gameplay and can be simply ignored.
