This Ancient Wonder seems to be planned and implemented in order to put additional attraction on the spire.
Regarding "Elvenar's Narnia", my longterm beta fellowship (Yes there are fellowships on beta "really" playing the game even on beta!
Honestly I am still far away from being able to write down an analysis in full, simply because my Vestige is still at Level 1 but I like the idea of having a new wonder which will not be another space saving wonder in any form, like lots of the other Ancient Wonders already are.
The Vestige of Eternity isn't a space saver, it is a Space Creator! Since it needs no space in your city because it will be situated at the outskirts of your city it's footprint is zero and therefore does not burden the urban area at all.
Plus it will give an, I would like to call it "Vestige-Expansion" every 5th wonder upgrade.
The first Vestige-Expansion becomes available directly after having built the Vestige of Eternity.
Those "Vestige-Expansions" should not be included in the calculation of the spire and tournament formula, so I see them as luxury expansions!
This Ancient Wonder will definetely will live up to its name. I haven't done the math yet although it isn't that complex but other beta players were speaking of about a duration of 7 years to fully upgrade this wonder unless there won't be additional Spirit Orbs aside from those that can be won in spire.
Every week humans and elves will be able to gain a maximum amount of 3 Spirit Orbs per spire if they do the whole spire.
Every boss chest will contain one guaranteed Spirit Orb.
Important to know, these Spirit Orbs are in principle like the runes for all the conventinal wonders, with one big difference.
Every single upgrade of the Vestige of Eternity will be a Rune- respectively Spirit Orb-Phase.
So that is why fully upgrading this wonder will take several years. Keep in mind that even if you complete the spire every week some of them Spirit Orbs will probably be shattered, like you already know it with the runes in conventional wonders.
After having built the Vestige of Eternity, the, I would like to call it "Spire Bird Spirit", will appear on your way to spire before you'll be able to reach the first spire encounter. It will give you a random multiple choice of Spire Benefits. You will be able to choose one of three in every stage of the spire.
So in the third stage of the spire you will have 3 active Spire Benefits, matching the increasing difficulty of the Spire.
I've already screenshoted some of them possibilities of Spire Benefits you can find these examples in the "News from Beta Thread".
The higher the wonder level of the Vestige of Eternity the stronger your Spire Benefit Power.
Which Spire Benefits can be chosen depends on random, as far as I can tell.
Conclusion: To me this new Ancient Wonder will be a really nice feature in Elvenar, It will give especially endgamers and of course all other humans and elves an additional possibility of getting "Vestige-Expansions" for their cities.
The Spire Benefits will if they grow stronger probably help to use less 2x2 military boosters for fighters or will help to spare pet food that formally had been used to feed the Astral Phoenix by carterers.
Or in other words them Spire Benefits are with a little luck and with higher Vestige levels capable to make it easier to reach the top of spire.
This wonder doesn't seem to have any cons, because it doesn't need any city space due to a zero-footprint.
Plus it will make the spire easier and help with them luxury "Vestige-Expansions.
I cannot find any reasons to not recommend building the Vestige of Eternity, only thing which I am not really sure of at this moment is the question if and how the Vestige-Wonder-Levles may be included in the calculation of the spire and tournament formula.
