What is the best Culture building for humans to have? I am getting up in Tech upper III and moving onto IV soon and am strugling to keep culture above 125%. What is the best culture buildings that I don't have to pay diamonds for?

Use the wiki to determine the culture per hexagon for your existing culture buildings. Determine the culture per hexagon for the culture buildings in Chapter 4. Tear down the old and build the new. You'll be doing this the whole game.
