Blooming Trader and Sentient Goods

Does anyone know whether Sentient goods are effected by the "reduced trader fee" on the Bloomer Trader Guild?
I have two worlds that I am seeing the exact trade ratio; even though one BTG is a 9 and the other is up to 11.
I am looking to determine whether I need to turn in an IT ticket.

I wasn't distinguishing between "discovered" and "not discovered" neighbors but indicating the entire universe of the map i.e. the whole server as open for trading.

Wasn't exactly asked, but I'm assuming the "Wholesaler Offers" bonus portion of the BTG would apply to sentient goods.
