Can you only buy with diamonds? Is there any other ways to get them?

You mean the blueprints? You get 1 each week on the 10th chest in the tournament, otherwise you can purchase them for diamonds.

Technically, you never actually purchase blueprints. You can use 300 diamonds in place of blueprints, but the only way to increase blueprints inventory is by earning them from the 10th chest. Don't think it matters though, at least not in the current setup - but diamond substitution may not be an option in all the cases.
