bonus offer for snowflakes missing

I just logged in on the dutch server and noticed a special offer for additional snowflakes.
I logged in on Elcysandir on the US server, same offer.
I logged in on Felyndral on the US server...NO offer there.

How come this offer is not available on all servers?

I tried logging in again, even rebooted the PC. No change, no offer on Felyndral

This makes no sense at all as one isn't able to divide the flakes over different worlds as one would be able to do with diamonds.
Inno is really completely loosing sight of any kind of logic. The start-up offer for an additional builder + some diamonds isn't only limited to once per account either.
