Is it possible to tell what goods are boosted in a city when you visit it? In new ones they're producing everything at once.

Yes.
The 3 Goods Provinces around that city are the ones it's boosted in.
The 1st Goods Province right on top/north of the city. And East, West (right below the city)

as i add % to boosts from the world map is there a top out on the percentage or will it just keep going up ?

Boosts max out at 700% basic, and you can increase them a bit more via the Mountain Halls Ancient Wonder.
