can someone explain how to apply and use booster instants for time reduction?

Any time you see "Time Remaining" or hourglass icon, you should be able to click on the hours:minutes remaining. When you click on the timer, it will bring up a second screen titled "cast spell." You'll be able to pick all of the instant spells (you can use as many as you want) available to you.
Note that some timers (like the early gold collection on residences) don't let you apply instants.
