Build window in Halflings for Settlements

Current situation:
Build window usually advances in all tabs to show the latest unlocked buildings.
Build window in Settlements, Halfling Chapter does not advance even when there are three unlocked Halfling structures in the next window.
Window shows only Spring Grove, which in this case is placed.

Expected situation:
Build window in Halflings Settlement tab shoul advance as long as there are unlocked buildings in the next screen.

I don't think this is a bug, just an unfortunate lineup of the buildings in the menu. Before this guest race, they all fell on the same page.
