This issue was also reported by someone else on Discord in the Chapter 22 thread.

When chapter 22 launched, Canned Goods got the Power of Prosperity Boost from being made in workshops. Suddenly, and unannounced, it no longer does.
Old boost; Regular production, culture boost, PoP.

Example now, Regular Production, culture boost, but no PoP, even though PoP is applied.
If this persist, this is a major breach of trust for me. Hopefully just a fault which can be quickly resolved.

This is not the time for Inno to be taking away benefits, when so many people are angry about the benefits already snatched away in spire and elsewhere. I'd be surprised if they did this intentionally at this juncture, when good will is at an all-time low. Hopefully it's just a bug that will be fixed shortly. Good luck!

"Hi there this particular one is as intended Im afraid! Power of Provision is there to boost Supplies but, despite Canned Goods being produced in the Workshop, the PoP should not (and should never have) boost this particular production.

This little bug was rectified in the recent update so this is the reason you are seeing a reduction. Canned Goods can only be boosted by Culture, so make sure things are sunny side up in your City and you will get a higher amount on collection

When I saw that the power of provision works, it was such a huge benefit that it doesn't surprise me that they removed it. Players had 400k or so, I had over 200k. Of course, I used it to build up can goods but unfortunately it decays. Oh well, at least culture bonus works as Astram says.

Yep, it shouldn't have happened and it probably should be called something more appropriate like "oopsie" or "stuff up" or much much worse (trust me there's all sorts of labels in my head). :D

It's all out that all it matters and unfortunately it's fixed. I must admit that the way it was was a bit of a joke.

I don't really care that someone does a mistake now and then and then fixes it, we all do that. It becomes a problem when it's too regular and nobody cares about fixing it.

Once you let it go past Alpha testing, and Beta testing, and launch the live game, it is a feature, not a bug. And should be treated as such in an honest up front announcement.
THAT is exactly my problem.
The right order to go through is
Development
Review (including balancing production vs requirements to a point where it matches the supposed timeframe for the chapter-progress)
Alpha test
Beta test
Live

There were 3 weeks between it being launched on Beta and going live. Since Magical Workshops can be upgraded the moment the 1st tech is unlocked, it was literally on day1 that this should have been noted.
I can see it slipping by on an Alpha test, as I don't know how the Alpha-testing is being done for Elvenar. But letting it go for 3 weeks on Beta, then letting it go for 2 weeks on the live servers, during all that time comments being made on Discord (and on the forum btw) about how the PoP spell does work on Canned Goods and then suddenly pulling the stop simply is unacceptable behaviour.
This is not an 'oops' moment or a 'my bad, I overlooked something/I made a typo' moment.

And to make matters worse not announcing it as a major change is even worse. This should have warranted an in-game notification in a big font, as well as huge font notification on Forum and Discord!

And yes, of course I do understand the reason behind it; the production with the PoP spell is too high for the demand. Fine, but again, that should have been caught way earlier. Like in the development stage before even launching it.
Considering it is the newest chapter, one should keep in mind that end-game players probably have a good stack of spells and other resources, especially with such a long wait between the chapters, so it's beyond me how the effect of the PoP spell could have been overlooked.

It appears that the inno development team is utilizing the skills of end gamers on live servers to finish beta testing chapter 22 so that the people coming up in a few months or next year will have the finished chapter 22 product hopefully bug free and change free

Which is NOT appropriate. Just as a consumer who buys a certain article is not supposed to be a guiney-pig for that product, unless that was clearly stated as a part of the sales-agreement.
Inno should clear up it's testing process, especially the Beta part. In fact, considering the fact it is a German company I would expect a lot more on that aspect

Exactly, how was the playerbase supposed to know it was a bug? Everything worked

But it's definitely in the grey area.
