Chapter 17 Trader Upgrade

I have fulfilled all the requirements of the research tree for this upgrade (Trading Center 2), green check showing, but when I try to upgrade, it still indicated research required. I have all the goods to upgrade. Not sure how to proceed. I rebooted, waited 24 hours, etc, and still same result. Any help would be most appreciated.
 
If you could show a screen shot of what happens when you try to upgrade, that would be most helpful.
