The T1 sentient goods only become available in the Elementals (chap 12). It will be worth getting 1, or maybe 2 if one has the space and pop, of that particular type of factory while in chap 11, or right after finishing chap 11 and selling the chap 11 guestrace buildings while getting to the point of unlocking the sentient boost.
But having 1 of each type of factory around until that point is a waste of space and population until that time.

From that time on it may be practical to start building up the other types of factories to the max level you can and teleport them, only bringing them out again when you either want to up them further as you unlock the techs needed, or when you need them (preferably a bit before so you can up them to the correct level before actually needing them).

Well, they are in chapter 18, as the thread title states, and need an ascended production in a factory they have not built or do not have fully leveled up. @SilverbugLuxor which boosted good do you make in your steel factory? I am guessing either steel or platinum and you stopped leveling it up a few chapters ago?

Edited to add: you will need your final tier 2 factory at max level for chapter 19 and your final tier 3 factory for chapter 20, so when you have spare time and resources, to do it, you may as well work on one of each of them too and then teleport them out of the way when done.
 
Steel is not one of my boosted factories, that is my point. my boosted factories are gems, marble and Crystal. then when I started this chapter I had to upgrade, build a planks building and get it up to level 32. so now I have four gym manufacturers to Marble and four Crystal plus the planks and now I'm building Steel.

If Marble is your tier 1 basic goods boost for making Marble, then steel was your tier 1 sentient goods boost for making Platinum, and Planks would be your tier 1 ascended goods boost for making Sprouts, so you would have already had level 24 Steel factories upgraded back in chapter 12. If you are having to build a new one for this quest, did you sell or teleport your old ones? Any chance they are in your inventory?
 
No way! I did not even notice that because I've been using the planks to make platinum for so long I've never paid attention to it. so yes I made another planks manufactory up to level 32 for nothing I guess? my other manufacturing is Scrolls. making Ink
 
So I probably want to hold on to my- Sentinent Goods -Until I upgrade my other buildings and then upgrade them so I can start making Ascended Goods. ?

Not really! Let me pick one example out of one of my cities. My basic bonus good there is Planks.
Those who are having Planks (Planks Manufactory) as basic bonus good are usually having Moonstone (Marble Manufactory) as first sentinent bonus good and Ignited Ingots (Steel Manufactory) as first ascended bonus good.
So one needs one manufactory of each to produce basic bonus, sentinent bonus and ascended bonus goods.

As long as you keep your manufactories placed in your city they are not getting in each other's way when it comes to their productions.
Plus manufactories that are already far enough upgraded to produce ascended goods are still able to produce sentinent goods too.

You should check your Main Hall and click on Relics to check if you are really producing your bonus goods.

Here is a screenshot to the example mentioned above, it is in german but icons are of course the same.

Ok, so your basic bonus good is Marble, your first sentinent bonus good is platinum (Steel Manufactory) and your first ascended bonus good is
Scholarly Sprouts Scholarly Sprouts. To produce those Sprouts you will need a Planks Manufactory upgraded to at least Level 32. ;)

So your Steel Manufactory can continue to produce Platinum.
 
Thank you for a lot of help, I have the planks upgraded to level 32 and I have my marble upgraded Also to level 32, working on upgrading my Steel manufacturing now to get it to level 32 or better.
