I have discovered the key to making the click work. Depress the mouse button and don't move the mouse. The cursor is over a level 10 supply house and it is highlighted with the glow around the supply house. Click and don't move the mouse to get a response. I was clicking and moving in order to move faster. That leads to frustration and aggravation. Now, I simply click and hold, waiting for the game to give me the proper response. Very happy now.
