Clicking buildings do things. Buttons tend to mean what they say.

You lose the option to cancel the construction if there's less than 10 seconds left on the timer, though. If you want to cancel a construction, you should do so in a timely fashion.

The ten second rule has implications, though. It means you can never cancel a summoning nor can you cancel the building of a lv 1 residence in this manner.

That being said, there's nothing stopping you from selling a building that's under construction. The game lets you do that just fine, and (most of the time?) it functions exactly the same as a cancelled construction command. There's implications in that statement as well! Pay very close attention to the confirmation screen telling you what you'll get back. Sometimes, what you'll get back is NOTHING AT ALL. Sometimes it's just the stuff that you would've benefited from but didn't.

Your question does not appear to make sense.

If a construction has not started, there is no construction. There is no "it" to cancel.

If, on the other hand, you're wondering what your builders are up to because you're constructing something else and you haven't told us about that, then you can find out what your builders are up to by accessing the Builders' Hut. You can do that in one of two ways:

• Click on the Builders' Hut. Fairly easy if your city is small or uncluttered enough to find the building.
• Click on the "+" button on the top-left of the top bar to attempt to add more builders.
  

You can then hover over the building in question to see what it is you're trying to build. I don't remember if you can click the building panel to pan over to the construction corresponding to it in the mobile app version of Elvenar, but I know it's something you can't do in the browser version. idk why I expected it to be the case, but ... maybe this might be a feature request?

You can then cancel the construction of a building that is under construction when you find it.

Or if you just want a building gone that is already done constructing just click it and click sell. If it is one you don't want right now but want to save for later use a teleport on it and it will take it out of your city and go into your inventory to save for later.

There is (at least?) one exception to being able to cancel a building as @Zoof and @Iyapo described.

If the building in question is not appropriately connected, be that with roads or guest race connection, the building will not be selectable. In that case, the building must either be connected first, then cancelled OR sold directly as @Yavimaya described.
