Culture bonus

As I mention in another thread I am about to finish amuni. I have 15k culture available but my bonus culture refuses to budge over 100% how do I get it to climb and stay up

If you hover over the sun, it always tells you what you have and how much you need to get to the next level. In the sample below, I am at 150% bonus and need 2522 more to get to the 160% band.
