I did that once and the system will automatically delete your city in 30 days if it is inactive and hasn't been developed far or had diamonds spent on it.

Actually, it doesn't matter if you spend diamonds on that world. If you spend diamonds anywhere they don't go away. I only play in one world, after two eyars, this is what I've got:

I haven't logged into some of those in over a year.
