Elven cities do what now? Grow Widthwise?
I've always been advised to grow outward in a SQUARE format. Which has worked well for me.
But I'm also only early into Chapter 3 on both of my cities, and now I'm biding my time, narrowing down, eliminating certain things and upgrading others until I specifically NEED certain things in later chapters (like more residences, etc. - when I finally have the ROOM for them.) I'm also concentrating on Event buildings and saving them in my Summons area. The FIRST time I played, I would Disenchant them, having no room. Found out the hard way that's not a good thing to do. Even if it's a year or more before I can successfully use them, it's better to have them in stock NOW than hoping I can get them again later...

Only problem with saving for later is that you then have to upgrade them to your current chapter. If you get them again later they are at the chapter you get them in.

I see. Well, at some point I MIGHT have room for a Twilight Phoenix, but still... Evolving them NOW seems wasteful to me.

and I'd want a Human city for comparison reasons
Overrated! They don’t even get Bud Sorceress…
I won’t place any evolving building unless or until they are a level 10. I think the only exception I would recommend would be the Ashen Phoenix
There are a few. Polar Bear is a rare building where the goodies are front-loaded to level 1. At level 1, it takes almost 2hrs off cooldown. Brown Bear’s passive collections are also great at relatively early levels. Each subsequent upgrades gets you less than 10min cooldown removal. A Fire Phoenix is also pretty great even at lvl 5.

Eesh!!
But humans get so many other, better troops!!
I will give you early game, but less so when you unlock Merc troops. A Priest is similar to Blossom except he has a slight advantage on HR while Blossom has advantage on HM. Mortar has similar specs to Frogs in terms of units they perform well against but they fall short of the Frog, so I assume Human players would use Frogs if they have the access. Do I need 2 units that do somewhat similar things? The Paladin is slightly better than Treant with his extra range, I admit, but Paladin is not much of an advantage if I avoid using melees if possible in general. Similarly, I don’t use my Sword Dancers so it wouldn’t matter what the human LM does. An archer has the advantage over crossbowmen on LR. Humans players I know will more likely resort to Rangers or Dryads. Dryads are last to go in the LR class so they might have to start their turn while having taken damage already or is buffed/debuffed, which make them less effective in a fight amongst her peers. SoooOooOoo…I see a lot of redundancy, but you guys don’t have an equivalent of a Golem or a Buddy. :) There isn’t a great native LM specialist on the human roster and a Golem packs more punch than the Frog on LM. We’ve already established Frogs are more efficient than Mortar so Golem is two upgrades up from the Mortar. There isn’t a medic like Buddy that can take 50% off an enemy’s attack if they’re still lingering about, which saves everyone’s health.

Personally, I find enemy LM the most obnoxious to handle, second only to Mist Walkers, in terms of ruining your flawless victory (winning while taking 0 damage). Not having a decent LM pairing without resorting to Orc Warriors or other Heavy Melee is more of a gap in coverage than an advantage. In the really high provinces, LM will outnumber your stack enough that it’s be wise to resort to HM instead of HR and in the lower provinces, Frogs are just fine. So that means the middle provinces are a big advantage for having Golems and the upper provinces are a big advantage for having Buddies. Options! We’ve got options!

Fair point! But if the long term forecast for humans is they end up relying more on Merc Camp units for certain classes and there's a gap in LM coverage overall, it's a short lived advantage in early chapters AND they won't have access to Frogs or Rangers yet ;) Elves get Golem and Sorceress pretty early (though, sorceress is not as impressive until you give her a friendship bracelet and she become a Buddy).
