You have to have opened the first Ancient Wonder tech yourself, which comes half way through Chapter II. But if you are playing on mobile only, they haven't implemented KP donations yet, so you can't at all.

Yes.Android and iOS systems are all considered mobile devices.

For now, if you wanted to donate KP, you'd have to use a laptop or desktop computer to log in through a browser.
