Yes. Mobile seems to come out with the new load screen and decorative items in the city early for each event. Browser it usually coincides with the launch of the event itself.

They are Phoenix eggs and they never hatch. They just vanish at the end of the event. Once the event starts, there will be the usual little items around the edges to be collected, like in previous month- long events, that you use to open the prize chests.

Probably Monday. In the U.S.A. that's April 15. Whichever those creatures be means they're tax-collecting.
