I just unlocked dwarven residence but I havnt seen any thing new from this , just the same ol residence

Unlocking the tech permits you to upgrade to the dwarven levels, whereupon you'll see the new architecture.

Same here on workshop but cant figure out how?

Is it after you max out lvls on elf building? cause that would stink !!

Yes, the dwarven ones let you go from level 15 to 17.
