dwarves to faeries quest

heard there is a quest to remove/sell the dwarf stuff once you enter faeries section (which I just did). What triggers it and can I sell granite and copper mines without any issues? Assume that the quest is to sell the portal only. I have a create ancient ground as the locked in quest and if the dwarf sale is along that path selling the mins is what I need to do to create space for the culture item.

I have a feeling a large number of dwarf steps will be skipped. Current step is faeries to research portal

That is because you didn't "Build Ancient Grounds"! If you don't follow the quests you lose the rewards for them quests. You can decline them after you get to fairy quests, but you wont get the rewards for the ones you decline. Try to keep up with main line quests so this wont happen to you.
