Yes, you can switch completely but you'll waste some PP due to imbalances unless you plan out exactly which tech to unlock in certain orders, and even then you'll lose some to spillage. If you keep the settlement, you can primarily use PP and just occasionally convert between Human/Elven research goods to save a lot of PP. If that is not a concern, then you should be ok.
