A slight reduction in either the amount of coin available through quests, or an increase in the cost of the chests, combined with a larger availability up-front might increase uptake on the vents by getting people hooked on the one-armed-bandits.
Start everyone with 500 the first time they log in. Make the email gift available to everyone, and make it 500 "coin." With 1000 to to spend before they even do a quest or pick up an item in the forest, players have:
1) an addictive sample
2) a sop if they just feel like they can't possibly do the event (or join the last week)
3) a reason to not turn off the advertising emails.
It has to be balanced by either handing out less during the event, or increasing the cost of the prizes, either of which is trivial.
