Event Quest option - Build Required Event Buildings

(Some of this is copied from a post in the Herds event feedback thread)

"The city needs a warehouse to store the sugar beats safely (and then a manufactory to process the beats into rock candy more efficiently, and then a shipping facility to fill orders) Build a xxxxx for xxxxxxxxxx T1/T2/T3 goods" would have felt a lot less of an imposition than "put all your valuables in this bag if you don't want your event to die."

By the same token: "Your beet farmers require implements that the existing Workshops can not provide. Construct an implement Workshop (takes xx hours, and can not be built until you reach that step) would be less tedious than producing many thousands upon thousands of supplies just to take up time. Limiting each city to a single workshop (ala barracks) that doesn't take up much space and produces at a set rate means that the event doesn't need to scale, eliminating the "Why does it take this tiny city 50k supplies to get 30 beets, but it takes this big city 500,000 supplies to get 30 beets." Running 3 one day productions of beet implements would take everyone 72 hours, regardless of level. Only spending cash would allow the event to speed up.
