On the Fellowship Adventures maps, the targetable area of each location is a tall rectangle starting near the base of the circle, and ending at the height of the glow that appears over active points. It should only respond to actually clicking the point, as the area to target overlaps for some points with the one above it, meaning you can accidentally end up in the wrong one when trying to select the above location.
