When going through fellowship neighborhood help, after clicking a culture item to help in one city, and then going to the next city that same culture would not be available even though that player shows that culture is available to be help assisted.
refreshing the browser, and going back to that city show that culture available to neighborhood help assists.
I was using Windows 8, Internet Explorer 11 to duplicate this, sometimes it took 3/4 city of the same culture to assist on visits to reproduce.
I could not duplicate using chrome browser when tested in evening round of fellowship culture assists.
Edit update - 10/7 - fellowship are now able to assist the same culture in each member city without refreshing bug, thank you.
