My fight difficulty colors keep changing from light blue to green. Why would fights get harder?

Could you elaborate? Are these unscouted provinces that are gaining difficulty because each scout expedition raises the difficulty of the next scout expedition?

Okay. It sounds like it is suppose to get harder. My light blue turns to green, but my greens never change to orange.

They should go back to blue after you research the next advanced scouts at the beginning of the next chapter as that makes them easier again. That and squad upgrade researches.
