I left the game for a few months and recently came back. I have a Fire Phoenix in my city from a previous event that is only at level 8. Will the Artifact that evolves specifically the Fire Phoenix ever be available again?

Yes, if you get far enough in the event going on right now, you can get up to three of the artifacts needed for the Fire Phoenix. And there is also a recipe in the MA for converting the new artifacts into the old artifacts, in case you do not want to level up the Coldfire Phoenix.
