Who are able to pull the end-of-trail flags in the Fellowship Adventures?

Aquel, whatever you do, DO NOT pull the flag unless everyone else agrees. That's the quickest way to infuriate the team, and the reason why so many archmages reduce everyone in rank just before the FA starts, so that only those designated (who know not to pull it too early) can do so.

There's 2: at the bottom is the Start flag and at the top is the Finish flag at each stage of the FA.
The one being talked about here is at the top and looks just like the Start flag. Taking that flag is possible when you complete one path all the way to the top. But, when you take it, you move to the next stage and can never go back and put badges in any of the other paths that may not yet have been complete on that stage. Any badges already in any of the other waypoints that were not yet complete are gone as well, so those badges were completely wasted, gaining no points for the FS and potentially making other team members furious.
