Are you playing as a human?
From the wiki page I'm guessing it's a culture item.
Check your buildings tab under culture.
If not...hang tight...someone with far superior knowledge will likey be along soon :)

Golden Guards are a tricky thing. You first have to find a guard willing to be dipped in molten gold! Then endure all that screaming! If you can manage that I'd place him or her in a prominent place in your city so all your citizens can honor his or her sacrifice.

Other than that my knowledge level is insufficient to answer your question. :D
