Just Curious if you need to keep them and the tracks after you finish the Chapter or can they all be sold to help make room for the next one?

You can sell them. If you want to fill your stash with some extra stuff to make dwarven roads first you can do that, but the next chapters will not ask for any granite or copper.

It's now declinable as per GOK website, so all you lose out on is 60K coins and some supplies if you decline it.

I don't know. I'm in the middle of woodelves in Elcysandir, Orcs in Arendyll, and Chapter 5 in Ceravyn.

Everything becomes decline able once you start a new chapter so any unfinished quests needing things you don't have can be skipped.
