If that holds up, then it's easily a 'must-have' for Humans who haven't yet unlocked Frogs... as much as I love the artwork for the new Moon Bear, I'll likely have to forego it and place this instead.
huge culture, quite nice population, produces frog units, orc resource and 3 KP every 24h

Orks resource is also a critical bonus, since Inno is murdering that resource between the new gakked-up tournaments + spire + obnoxious upgrade costs now. While I'm still sitting at the end of Orks, I am still worried about just how quickly my boyz will be pillaged by new upgrades + spire + tournies + world map vs. my ability to produce them.
I take it this is a 4x4 building?
Just wait until you get to S and D and they want tons of mana to convince in the spire. I used to love convincing there. I only started getting enough mana for the spire after I put down my thirteenth festival merchant. Anyway, best of luck to you. Woodelves is something to look forward to, at least. If that holds up, then it's easily a 'must-have' for Humans who haven't yet unlocked Frogs... as much as I love the artwork for the new Moon Bear, I'll likely have to forego it and place this instead.

Actually, I don't think it will be as useful as you think for human players who have not unlocked Frogs. I am playing a human city in Woodelves right now. I am getting Frogs from a Brown Bear. Without any promotions, a Frog is not as good as a level 3 Mortar. The Mortar has higher attack values, longer range, and a special ability. If that holds up, then it's easily a 'must-have' for Humans who haven't yet unlocked Frogs... as much as I love the artwork for the new Moon Bear, I'll likely have to forego it and place this instead.

Not true. Heavy melee units have lower initiative than either Frogs or Mortars. The Frog has an initiative of 8, the Mortar has initiative of 5. I do not see where there is much difference between the two. Virtually any mage, light melee, or light ranged unit will go before either of them. And virtually any heavy melee unit will go after them. I guess it could matter against other heavy ranged units.Mortars are also the slowest unit in the game, regardless of level, so there are maps where they will be wiped out because the enemies can rush up to them and smash them before they even get their first move.
The Frog is specialised vs. Light Infantry - a unit type that Humans are absolutely abysmal at dealing with as Pallies have crap bonuses, while Mortars are just plain hot garbage in general. Not true.
