Harvest Festival - Culture Gained Not Being Recorded

There is a task for the Harvest festival to gain 20 culture. I have gained culture through several methods, accrued normally on the hour, purchased and through completing provinces in the tournament, yet the task shows that I have not gained any culture..still, shows 0/20

Not a bug.

Open your building menu and place a Luminous Signpost. That gives you 21 Culture. That satisfies the task requirement. You don't gain culture through completing provinces in the tournament, you gain ranking points.
