Expansions (or lack thereof) are easily the biggest hindrance for city growth... I and almost all my higher level Fellowship members, have MANY buildings in our inventory we cannot place because of lack of enough space...
Could a 2 (or more) city or province expansion reward be offered in ALL up coming quests ?
