Please consider offering the Everflowing Cascade uilding as a Spire reward or crafting option to go along with all the artifacts you'r tossing our way in current Spire.

If the artifacts are in crafting, then so is the base. You just have to be patient and watch for it.

The Artifacts are in the Spire. I don't know if they're in crafting. However, presumably the building will be soon if it is not already.
Interestingly, there is also a special recipe in crafting where you can consume the Artifacts you've been getting from the Spire if you already have a level 10 building or just don't care about it. Er...just be careful not to accidentally burn the Artifacts in crafting if you actually wanted to keep them.

I appreciate this. I do so because it's a good suggestion that makes sense, and it's put in a polite and clear manner. If you pay much attention to suggestions, you know it's pretty easy to get a bit testy when something isn't as it logically should be...and this message doesn't do that. So, thanks!

How the system works is when a new artifact starts the 6-week Spire cycle, the building Base for that artifact is also added to the crafting rotation, so the Everflowing Cascade Base should be in there. It just may take some time to show up.
