How are city specialties assigned?

I'm trying to figure out how many cities in my region have steel as one of their boosted manufactories. Nobody (active) in my region seems to want to trade steel for anything and everybody seems to NEED steel. Is there any way to figure this out? And, I assume, if they're playing on mobile, I'm screwed anyway since they don't have mail. Thanks!

The boost for each city is the resource of the province immediately in the 12 o'clock, 4 o'clock, and 8 o'clock directions. Additionally all cities on the same 10 o'clock - 4 o'clock diagonal have exactly the same boosts.
