How does the Scout's Tavern actually work for Scout time reduced?

The wiki is confusing. level 1 says 94% and level 2 says 91% down to 35% at level 35. Is it catually getting worse, or is that an additive or multiplicative reduction?

It means that is the percent of the normal scout time it would normally take. Say a scout takes 100 hours, but the tavern at level 1 means it takes 94% of that, or 94 hours.

So reduced to, rather than reduced by, which is the default in English. I can only hope they don't have a professional communications team. Because the words "Scouting time reduced 94%" do not mean what they think it means.

In german it is as bad most of the time - somewhere between not precise and confusing. Still - by the time you reached chapter 20, you should know that no wonder gives you a 94% reduction level 1.^^

I'm not close to Chapter 20, and frankly I would not be surprised at all if they'd decided to do a wonder which does something amazing at level one but gets worse as it levels while getting better at other things. It strikes me as an excellent way to get people to really think how high they want to level a wonder.
