If your updating your roads there is no reason to sell them. You can "pave" over them.

There is a slight difference between selling roads and buildings. You won't be asked to confirm that you want to sell a road. Click it and it's gone. The only roads I sell are footpaths I put up for events. All others, I just place a new road on top of it. Since you don't get anything back from selling a road, there is no advantage to selling them first.

I sell roads a lot when I am rearranging and end up with more road sections than I need. But then, that small loss of culture does not matter to me, while it might to someone in an earlier chapter.

I try not to sell roads if i can, (costs of rds), just over pave the trails. I also like to change up the roads around different areas too.
