Level 3 portal only holding 602 copper

My level 3 portal is only holding 602 copper so I can not upgrade the portal or complete my main hall upgrade.
Is this a bug? It should hold over 1,000. Do all the foundry's need to be to level 4 for it to hold its maximum in the portal?

I shut down my browser and restarted everything and it started holding more copper and granite again
