For all chapters starting in Dwarves and higher, the resources produced in those settlement buildings are only for that chapter. Once you complete the chapter, you can continue to use settlement resources to upgrade your roads (if you want). Before you sell your settlement, be sure to catch up your mainline quests for the diamonds at the end. You'll know you are caught up on quests once the quest giver changes to the next race.
