The current (Witches/May-day) event is highlighting the fact that mobile users have a single source for acquiring spells, and that is not available to new cities too young to have a Mage Academy.
Suggestion: auto-deliver a single chest per day to the mobile users, either for logging in, or for their first neighbourly help of the day. this offers them a roughly 15% chance per day of obtaining a PoP spell which they can not otherwise obtain.
