I have 2 armories that can make orcs now. My question is that if I make the orcs, can I then use them to negotiate provinces or do I need another building to store the orcs. I can't find this info anywhere in the wiki. I know there is an orc rally point, but it doesn't mention being used for negotiations. The only orc buildings I have are the portal and 2 armories at this point.
