So what would hurt if they purged the empty/inactive cities and moved the active cities closer to each other ? I don't know if thats a possibility for inno or not but what could the repercussions be ?

They're doing this.
Inactives are purged and replaced with gold mines on a rotating basis. And as of the latest update, active players are getting shuffled toward the middle of the map where they are more likely to have active neighbors for help and trading.
